The agent at the desk could not have been more annoyed that I had rented from Payless (vs. Avis or Budget). She says they do everything by paper, so they don't actually have the cars in stock that Kayak rented to me. She was incredibly rude. And that was after the terrible surprise of arriving at an airport I use all the time to find that they've moved their rental cars off-site and didn't have enough buses to shuttle people there, so everyone was shoving each other -- in IOWA!! Terrible experience, won't do it again.Reviewed 17 Jul 2026
