Cons:I had reserved a full size car well in advance for a 5 day rate of $160. When my flight arrived an hour late, I called them and found that my car had been given away. I was informed to go to Hertz, and that they would be able to provide me with a car - and when I arrived at Hertz, they offered me a Yaris for about $400, or a full size for $575. While there, I overheard another Europcar customer also telling the same story to the Hertz counter agent. It seems that the busy President's Day weekend gave Europcar the ability to cancel low cost reservations and book the promised cars to other at a premium. I suspect that they also are getting some kickback from referring burned customers to Hertz. This was an awful "welcome to Puerto Rico" experience.
